ECONOMIC DEVELOPMENT

A heavy focus has been on economic development and we are starting to see real progress.  There has been a large increase in residential development the last few years. This growth drives the increase in rooftops as well as traffic counts which are the measure commercial developers look for to invest in a community.

940 acres have been identified as commercial in our 2040 comprehensive plan, with 20% of this occupied. In late 2019, Xcel Energy certified three sites as "shovel ready" for development. This is a big step in attracting new companies to bring new jobs to Rosemount. Sites include:

  • 300 acre parcel in UMore park

  • 145 acre parcel in the Business Park

  • 160 acre parcel controlled by Opus

 

We have identified four areas to focus on to attract new commercial development.

  • Country Road 42 and Akron Avenue

  • Parcels east of Highway 3 and North of County Road 42 (west of Anytime Fitness)

  • Highway 52 and Country Road 42

  • Downtown Rosemount

 

In order to promote these new areas, we need the road infrastructure in place. We have several new construction projects in the works to drive this development.

  • Bonaire Avenue from Country Road 42 to Country Road 46

  • Akron Avenue north to Rosemount city border

  • Extending Connemara Avenue east of Akron Avenue

  • 4-way stop light at Akron Avenue and Country Road 42

  • Roundabout at Connemara Avenue and Diamond Path Road

 

Our new economic development specialist has been working hard to promote these areas with potential commercial developers. A new website marketing Rosemount is coming this summer.

RESIDENTIAL DEVELOPMENT

Tremendous growth in residential development as developers continue to invest in our community.  This includes high and medium density, as well as single family homes. This diversity allows us to retain and attract all ages to Rosemount. 

  • 530 new housing permits in 2018 and 2019 valued at over $142 million

  • Several areas continue to expand and develop:

    • Single Family homes: Bella Vista, Caramore Crossing, Dunmore, Prestwick Place, Meadow Ridge, Emerald Isle and Doolin Heights​

    • Medium and High Density homes: The Morrison, Prestiwck Place, Rosemount Crossing, Wexford Place and Emerald Isle

NEW DEVELOPMENT

We are experiencing new development in several sections of Rosemount: Downtown, Carousel Way, Country Road 42, Business Park and Highway 3.  Some highlights include:

  • Custom Apparel Inc. (CA Gear) - Highway 3

  • Biscayne Business Park - 8 lots, each holding 15,000 - 20,000 sq. ft warehouse or office building

  • ​Two multi-tenant commercial buildings - Country Road 42​

    • Chipotle and Arby's​

    • Jersey Mike's, Sports Clips and Noodle & Company

  • Medical Office Building - Carousel Way (grounding breaking May 24th)​

  • The Morrison - 4,000 retail space and market rate apartments - Downtown
